A more specific question will get you better answers but in general...

dim strFilePath as string
strFilePath = "C://Programs/fileUwantToOpen.txt"

OPEN strFilePath for Input as #1
Input #1, strFile
CLOSE #1

In addition to INPUT there are OUTPUT and APPEND file commands. Do a search on these 3 in your VB help files for more specifics.
