Some states charge sales tax on shipping and some don't. How do you find out which state are allowed to charge sales tax on shipping?

It's up to the individual states. Any state can "allow" itself to charge tax on anything that they wish.

You'd have to inquire with the various state taxing authorities. Retailers often get it wrong and charge sales tax on everything as it makes it easier for them to prepare their sales tax returns.

the sales tax is figured on the items cost not the shipping so you dont pay tax on the shipping cost in the usa.

If you live in the same state that the store's in, you pay sales tax.
