A computer mouse isn't empty inside. There are electronics in there which determine mouse movement, button presses and scroll wheel movement and convert all of those into a digital signal multiplexed into PS/2 format and sometimes USB circuitry. Using a soft enclosure leaves the electronics more susceptible to damage. You can coat the hard enclosure with rubber or foam but this would increase the size of the mouse making it cumbersome to use. You could try a trackball instead. Then you could rest your hand on rubber or foam while only having to move the ball rather than your whole hand.
