He goes and gets it, for the other side of the leash isn't tied to anything

It depends where the other end of the leash is if it's tied half away between the dog well yes the dog will get to the bone.

The dog is tied to the leash, but you didn't specify that the leash is tied to anything else, so I presume the dog just walks over and picks it up.

The leash is tied to the dogs neck, but the rope of the leash is not tied to anything.

He'll run to it, or walk to it if he'd like. Just because he's tied to the leash doesn't mean the other end of the leash is tied to something else.

First he will bark insistently demanding that his owner, some nearby stranger, or perhaps even a gust of air sent by the deity that watches over all things with happy barkiness and waggling tails will send the bone rolling to him. Upon realizing that does little to get the bone, but does much to get attention from neighbors who yell and scream such vile atrocities as "shut that mut up!" and "Do you know people ARE sleeping right now?!" he will sit on his back legs with one foot high in the air naggingly kicking at his neck trying to untie the leash from his collar in a manner which resembles when a canine is scratching at a pestulant flea. Finding enjoyment in this kicking behavior he will scratch his ears a bit and lick his tummy before laying sorrowfully on the ground staring through large open eyes at the bone which seems so out of reach, while whimpering soft sounds out audible to a child who would take great delight in his frustration and enjoyment in his usual happy demeanor. Next he will chase his tail, for adventure and sport rather than the bone, until such a time he starts to paw the ground and eat some grass during which time he thinks in images that only a dog may understand "perhaps if I kick some dirt to the other side of the bone it will come rolling to me..." Having hatched his plan perfectly he stretches his legs long turns his back to the bone and pushes his front paws firmly into the ground while using his hind to tear asunder his loving owners yard and making "his mark" upon the world. Turning about to confirm the success of his work he sees that he's only managed to place himself in a further delima as he has with his kicking and the flying of dirt sent the bone another five feet away. Distraught, saddened, and defeated he sits as a good boy and looks at the bone, he considers chewing through the lead but with previous attempts at this act on other days leading to nothing but unended failure he has learnt that with that comes little success. He determines that the last course of action will be to run and strain himself against the leash and so he begins hoping, praying to the deity that watches over they who shake non stop when wet and run in circles in the happy happy dance, and jump up just to lick the faces of those they love will take solace on his troubled soul, and as he begins he reaches the bone and looking back realizes that though his owner forgot to untie the cord that binds him from the collar he dutifully wears each day, his master would never be as cruel as to keep him tied to a leash while in the yard and while in fact having the other end of the leash never tied to anything at all he has been free all along.

Is the leash tied to anything? Because if it's not, he can just drag the leash.

Drag the owner, or just walk there if the other end of the leash is not tied to anything.
