It is the command line interface in windows, accessed by clicking the "Start" menu, then "Run", type CMD into the box and click OK.

It is not too useful to the average computer user, but can allow a knowledgable user to run scripts and access advanced configuration and troubleshooting tools.

It is the dos command line in which you enter commands for programs to run in DOS or windows programs to run if they have a command line option. This is used when people want to start programs automatically and load in a file. For example, if you wanted to open a letter called note.txt in notepad you would type at the command prompt:-

notepad \directory name\note.txt

You would of course substitute the actual directory instead of the words 'directory name'

You could even enter the above into a batch file and run the whole thing from an icon.
