I'd like to find a program to learn basic French on the web, with opportunities to speak it and hear it as well as read it. Any suggestions? I'm an absolute beginner, and I am willing to pay if need be.

My college uses that software TeLL me More, by Auralog. It covers not only the basics, but also intermediate or advanced level. My goal was to become fluent so it was perfect for me. It has a lot of different activities: picture/word association, videos, dialogues,..., includes also grammar and conjugation. Their speech recogntion is great so you can have a dialogue with the computer. They have a free demo on that link too

French, more than the other common European languages like Spanish, Italian, German, really needs you to interact with a native or someone that speaks the language well - particularly in the early stages - because the sound system is not that well represented by the spelling and the sounds (phonemes) of the language are quite distinct from those used in English. Ceci dit (having said that), once you have the basics, it's relatively easy to pronounce.

Simple example, the verb 'to give' - I, you (sing) he/she/it, they give are all pronounced the same, but they are written - donne, donnes, donne, donnent respectively. It's important that you get a good start so that you're not hampered later on in your studies.
