Catholics and Mormons believe that Simon Peter was given the keys of the Kingdom by Jesus Christ. This is why Saint Peter is often depicted holding keys in Renaissance art. This is also why Saint Peter is believed to be the keeper of the Pearly Gates (because he has the keys to the Kingdom of Heaven).

There are a number of references to "Keys" in Scripture. You may be referring to Matthew 16:19, where Jesus is speaking to the Apostles. He refers to the "keys of the kingdom of heaven." The keys is a symbol of authority. Whoever has the keys can open the door. This authority, which is clear when compared to other Scriptures, is given to the Lord's Church.

As I understand it keys are certain images or symbols which can be used in meditation to open out into specific locations ,therefore I would think the keeper of the keys would be someone who utiluses these keys

Jesus had victory over death and hell (Hades) when he died on the cross and resurrected from the grave. Now Satan doesn't have the authority over every people that come unto God . This probably what you're looking for.
