Have you ever had some blood tests done? Perhaps check your thyroid functioning or check for Raynaud's Syndrome. You may just have slow circulation. There could be a number of reasons. I would start with the blood tests at the doctor though. Are you still cold after you exercise and get your heart rate up?

Depending on your body weight. Some fat on the body is good to keep you warm. If you are under-weight, wear more clothing. Eat more food to gain the appropriate weight compared to your age, and height. Also try drinking hot tea or any liquids served hot. Or put on more layers of clothing.

There are 5 options:
a. you live in Alaska or Siberia
b. your house doesn't have proper heating, or you are not wearing enough clothes
c. your blood circulation is not very good
d. you are not getting enough food and you are too skinny
e. all of the above

I personally would say d is the more likely, and if you are not thin, then it's c.

Could be you may have low iron levels,. or low thyroid levels(hypothyroidism)_. Or it could be that your like me..Im dont have any medical problems, but Im one chilly mofo. My husband says Im like a block of ice. Cold hands, warm heart....

without knowing anything else about you, I would guess poor circulation. Dress in layers and try to keep active and not sit in any one position for too long. If this is causing extreme and constant discomfort, please consult your doctor to rule out any underlying conditions that could be causing your symptoms.

You might be underweight. It is possible that you have hormonal disfuctions as well. Have you seen a doctor?

could be iron deficiency (anemia)

or other things...but that is what i had when i couldn't get warm.
