Raleigh Durham International Airport (RDU abbreviation) or Norfolk International (ORF abbreviation). Norfolk is closer (about 2-2 1/2 hr drive) and RDU is about 4 hr drive. For smaller airports, you could try Kitty Hawk or Elizabeth City. Probably not direct flights to those locations. Good luck to you.

All of the above answers are correct.
I'm just wondering, why in the world would you want to go to the Outer Banks? I was there for a week in the summer once, and it rained 5 of the seven days, with lightning, and there was even a waterspout once!
Still, the lighthouses are cool.
