Is there any reason why I should or should not paint a clear coat over them? They are painted with Black Latex paint.I am not worried about them getting marked up and the basement isnt damp just wondering if it might look better.??

If you have a clear coat that is compatible with the finish, it will sharpen it up and perhaps lend some depth to the finish. It will also serve to protect it, you said it wasn't damp, but below grade often has higher moisture levels than elsewhere. Good move.
