They are the people the pope selects to perpetuate his own beliefs. The basic difference between a bishop and a cardinal is that a cardinal gets to vote for the next pope.

Cardinals are leaders above Priests and Bishops but below the Pope within the Catholic Church.

Short answer is that cardinals are priests (usually higher ranked like bishops or noted theologians) who are given the special title and position in the hierarchy to assist the pope.
