You don't really say what your budget is, but it can be done inexpensively...kinda.

You will need:

A receiver - either Dolby Surround or Digital Surround. Dolby Surround will get you started for a lot less. 100 watts RMS per channel...minimum.

Front stereo speakers. Choose USA made speakers..IMHO they sound the best. Bose, Klipsch, Infinity, JBL, Polk, Boston Accoustic are good brands to start with. Spend the most you can afford here. They will be the backbone of your system.

Center channel speaker. Get this next. It will round out the "stage" of your system.

Rear speakers. These would be the next speakers to get. Even a year later. Most receivers have a setting to "create" a simulated surround from the front three speakers.

Subwoofer. If esthetics are not important, get an amplified car sub. It will do what you need it to for a lot less money. When you begin to hear the flaws in this set-up, it will be time to get a true sub.

Shopping. NOT Wal-Mart. Circuit City and Best Buy carry some of these brands listed. Other custom stores carry the rest. Once you have listened to the speakers you want to buy (let your ears, not the salesman's mouth) tell you what you should buy, see if you can get them online at eBay or Craig's List.

Enjoy the experience. Over time, you will replace the various items with newer ones. That's the way it should be.

If you want an affordable set get an entry level Sony package it has the 5.1 receiver and 5 sats and a non powered sub that sounds good it goes for about $199 just about anywhere like circuit city best buy. There are actually a lot of systems for under 300 by Sony Pioneer, Yamaha, If you want it to include DVD (which I dont recommend because if one breaks then your stuck) go for Samsung other wise you can get the 5.1 receiver with the sats and pick what ever DVD player you want like an HD up convertable or even Blue Ray or HD DVD

Do you want best or affordable? I got an RCA at Walmart. I't not the best but my room isn't real big and it sounds great. I didn't pay much for it.
