I keep delaying my studying and homework especially on the weekends and vacations and destract myself with other things, but when I do sit down to study (which I do quite a lot )my problem is that I spend way too much time on everything, for example I've spent the last four days studying a lesson (about 20 pages long), originally intending to finish it the same day I started, but end up spending days and days to finish it or I don't finish it- so far I only did 3 pages; because I start at the beginning trying to get it word perfect and understood 100% but the time isn't enough to do it that perfect, and my own personnal standards wouldn't allow me to do it less than that. How should I solve this problem please?

Wow....that is rarely the problem I come across with my sons....smiling.

You need to allow yourself more time to get done what you want to get accomplished. Make a schedule dictating when you study and what you study. Don't try to get it all in at one time, either. You brain needs a break now and again. Some people work and study well under pressure, waiting to the last minute and such. I cannot do that. Then I panic and cannot get anything done.
