Since they cannot agree among themselves what the truth is, how CAN anyone else believe it?

Because not everyone's spiritual eyes and ears to understand it. They are spiritually dead. How does a spiritually dead person understand or believe? That's why the Bible states you must be "born again"...
The Pharisees in the Bible were the keepers of the Law of Moses. They KNEW the Old Testament (Torah) backwards and forwards. Yet there were about 3 to 4 that are actually mentioned in the Bible that understood WHO Jesus was and what He represented.
The majority of these people KNEW the message, but were oblivious to the what He said. Jesus outwitted the "authority" of the world.
I loved how he taunted them... They asked Him.. "By what authority do you do these things? and who gave you this authority?" Jesus says, "I will tell you, but first you must answer a question for me. the baptism of John was it from heaven or from man?"
They reason among themselves... "If we say heaven, then he'll ask Why didn't you believe him? If we say man, then the people will stone us as they think he was a prophet. We do not know where it was from."
"Neither will I tell you by what authority I do these things..."

. The Bible tells us that God has clearly revealed Himself in nature (Romans 1:20) and in the hearts of people (Ecclesiastes 3:11). The problem is that the human race is sinful; we all reject this knowledge of God and rebel against Him (Romans 1:21-23). Apart from God's grace, God would give us over to the sinful desires of our hearts, allowing us to discover how useless and miserable life is apart from Him. This He does for those who reject Him (Romans 1:24-32).
the problem is that they have rejected what they have heard and what is readily seen in nature.
The problem is, “there is no one who understands, no one who seeks God” (Romans 3:11). People reject the knowledge of God that is present in nature and in their own heart, and instead decide to worship a “god” of their own creation.

They don't. In fact, their supreme sense of self in regards to anyone outside of their beliefs prevent that from having any form of spirituality at all.
