You are not allowed to legally work in the U.S with an H4 visa. In orde to be able to legally work you need to change your status. There are a number of ways to change your status. Once you change your status, lets say for example to that of a permanent resident you will be allowed to legally work as well as be able to obtain a driver's license.

No, you cannot work.
Yes, you could get a driver's license. However, the rules change from state to state, so you'll need to go to your state's DPS website and see what they require. You must be over 18 to have a driver's license if you're not a US citizen.

Your H-4 status depends on the status of the principal H visa status. You lose your status once the H loses status.

No, you may not work on H-4 visa in the U.S. The principal H visa holder has to support you.

The petitioner should mention the names of the dependents along with the principal visa application to the USCIS. Once the principal H applicant receives the Form I-797, Notice of Approval from the USCIS, you apply for H-4 visa by submitting:
• A filled-in Form DS-156, Nonimmigrant Visa Application
• One recent photograph two inches square (50mm x 50mm) of each applicant, with the entire face visible. The picture should be taken before a light background and without head covering
• A passport, valid for travel to the U.S. for at least six months longer than your intended visit
• A copy of the marriage certificate in case you are a dependent spouse
• Birth certificate in case you are a dependent child below 21 years of age
--------------------------------------------------------------------------------
10. Where should I submit my H4 visa application?
If you are:

--------------------------------------------------------------------------------
11. What is the processing time for H-4 visa?
The processing time for H-4 visa is the same as the principal H visa applicant.
You are not able to work with a H-4 Visa, becuase you can not get a SSN on a H-4 Visa, so, since you need a SSN to get a drivers license, you wont be able to get one of those either.
