I'm not sure about the driving license.....but sure you cannot work on H4 visa

You are not allowed to legally work in the U.S with an H4 visa. In orde to be able to legally work you need to change your status. There are a number of ways to change your status. Once you change your status, lets say for example to that of a permanent resident you will be allowed to legally work as well as be able to obtain a driver's license.

No, you cannot work.

Yes, you could get a driver's license. However, the rules change from state to state, so you'll need to go to your state's DPS website and see what they require. You must be over 18 to have a driver's license if you're not a US citizen.
