I'm not sure which "phone wire" you mean but here we go:
If it is the modular cord that goes from the back of your phone into the jack in the wall - go ahead and buy another one from any store. They're cheap and the time it takes to properly repair one far outweighs the cost of a new one.
If it is the electrical cord that goes to the base of a cordless phone - go buy another electrical cord. You don't want that lying on the ground with AC power going through it. It is a definite fire hazard while exposed.
If it is truly the phone line that goes to your jack, you can cut both ends and expose new fresh wire ( unchewed that is ) and connect them back like for like, usually either red to red, green to green, or blue/white to blue/white, orange/white to orange/white. Do NOT use tape or wire nuts because you will eventually get static and it just doesn't work as well. Use wire connectors strictly for phone lines. These are small connectors with silicone gel in the center. You would place the wires in and press together with a pair of needlenose pliers. Then wrap the whole thing in black tape and hope the dog doesn't like that.

You can remove any damaged section of cord and rejoin by stripping the insulation off the wires within the outer sheilding, twisting the matching colors together and individually wrap these with tape, making sure that none come into contact with each other, and then wrap the whole join in tape, but for the probable $5, buy a new one

Do we have the same dog??...my dog is a cord chewer, actually and everything chewer, I just replaced the cord you can get em at just about any store, they are cheap, phone won't work right if cord is damaged...i think they are like 4 or five bucks...keep it up high if you can in the future!!! good luck..

have one of your friends come and put in a new wire . if it id the one on the phone itself then just buy a new one
