It turns into a block of flavored ice since it's mostly water.

NO, DO NOT FREEZE IT. If you want to have a smooth texture perfect jello, dont do that. You cant fix the effects afterwards.
Gelatine is a pure protein obtained from animal raw materials containing collagen. Gelatine Contains:
84-90% protein , 1-2% mineral salts , the rest is water
Jellies should never be frozen. After defrosting the linking molecules break and they lose their smooth consistency and become brittle.
Also, never add gelatine to boiling liquid because it loses its jelly strength.

Yes, if you take it out before the water suspended in the gelatin has frozen. If that happens, you get weird ice crystals in the jello. Yuck.
To make it hurry and gel, use the hot water to melt the gelatin powder, then use ice cubes for the last cup of cold water. Stir until melted. It will be on it's way to gelling.

I love frozen jello! It's kind of slushi-ish but like snow cone and jello-ish all in one. It won't necessarily set it faster because it Will start to freeze not set.

It does make it set quicker, however it will not set evenly. That is to say it can get ice clumps in it if you leave it in the freezer too long or if you didn't stir it enough.
