First I would say give him a day or two to calm down. Then when you two are alone and he asks "Hey what up with you" Tell him that you have gotten engaged.
I really stress though that you dont do it right away. He will probably be pretty overwhelmed with coming home and seeing everyone and just being completely relieved of stress for a moment that if you throw in "hey I'm getting married" it might just be too much all at once.

Give him a day or two to relax and enjoy being home with his family. Then invite your fiance over to meet him. Introduce him and tell him when the wedding date is. Considering that you have set one. If not tell him the wedding is still in the planning stages and you will clue him in on the details later.

How do you know someone else in your family hasn't already told your brother? This news is too big to keep secret -- tell him already! E-mail, phone, letter -- whatever. But tell him ASAP. He will be happy for you, and details can wait until he is home. And be sure to thank him for protecting our country.
