Healthy hair = SHINY hair. Lots of ways, try them all to see what works for you! (Just dont do all the hair masks at the same time!)
-After shampoo and conditioning, rinse with apple cider vingear.
-Always always deep condition your hair at least once a week, if your really ambitious, twice a week.
-Before getting in the shower to wash your hair, brush your hair for awhile. Sounds very Marcia Brady, but redistributing your natural oils like this really helps make it healthy. Also, will make it less tangled and easier to handle in the shower!
-Sounds gross but a hair mask made out of eggs makes hair very very shiny.
-Also gross sounding, but a mask of mayonaise works wonders.
-So does washing hair with beer!
-Coconut oil, Almond oil, Vitamin E oil all make WONDERFUL deep conditioners. Almost any oil works, but olive oil leaves many peoples hair drier.
-Avocado is also amazing.
-Although getting a blowout makes hair look shiny, it is only a temporary fix as heat styling makes hair duller and damaged, so save it for only special occasions if possible, and never ever use heat on wet hair without a protective spray!
-Get a glaze done at the salon. If not possible, then use the John Frieda glazes from the drug store. I have very dark almost black hair, but I use the blonde one, I feel like it makes my hair have some very very suble highlights. You dont notice them as "highlights" it just looks shimmery.
-If all these things fail, then you can always use products to fake the look. Biosilk is expensive but works wonders. And herbal essences has a new great shimmer spray. It also smells amazing.
Good luck!

Go buy a shine spray. They're only $4 at most drugstores.
You can also just get a hair serum of sorts. Most of them will make your hair shinier and prevent flyaways (Paul Mitchelles Skinny Serum is amazing and smells great).
If you want an easy free thing, take an ice cube and rub it on your hair, root to end. The coldness closes the cuticle.

If you have long hair, straightening it with a good straightener (they usually cost about $60-$150, but last a loooong time) and then using a gloss or serum should do the trick. I couldn't believe how much this transformed my thick, frizzy hair--it's like putting on a good hair wig!

Try using biosilk. It is a little expensive, but definitely worth it. You really don't need much and it is lightweight. It will make your hair soft and shiny all day long. Not greasy and gross.
Try biosilk.com
This stuff is very universal and you will find that you can use it for many things when styling your hair!

I know this sounds really silly but....
If you have access to a store that carries farm supplies, you can get some horse shampoo. (Don't everyone laugh at the same time) but I know of alot of women that use it.
People buy it that own horses and use them for show and a shiny coat is very important.

Hot oil treatments (patented type) for a week or two, then follow with a mild shampoo and conditioning twice a week to maintain shine and vitality.

Biosilk is what I use. Also this Biolage (SP?) it is a liquid you spray on and milk is one of their ingredients, you spay it on damp hair and you hair is much shinier! Go to a hair saloon and they'll tell exactly what you need.
