Depends on your definition of "first" and which state. If you mean first to the general public in any state, the A1. If you mean first to anyone, many states gave 1 to the governor of the state, and that was a personalized plate, but not available to anyone else of course. When they did start offering to the general public, 1 was still not available (already in use) so A1 was the first, probably in all states.

As an aside, chutzpah in various forms and spellings is one of the most sought after plates.

Personal plates are all in the mind... They're all just numberplates, A1, B1, C1 etc. were just the first plate issued in whatever area way back in 19-canteen. It's only if your name happens to be COL 1N or G4BBY, or whatever, that it becomes personal to you. TOP TIP! It's a lot cheaper to get your name changed than it is to get a fancy plate. My friends call me SA02***!!!

The first was the first issued that was A1 but I can't remember which aristocrat got it, lord Astor rings a bell but I'm not sure.
