Simple answer: fill the inside with appropriate liquid, insert one electrode through filler or drain hole, encased in plastic to insulate it, use the steel walls of the tank as the other electrode.
How even will the plating be? Not very, I suspect.

Yes you can. Just think of the inside of the tank you wish to electroplate as the opposite electrode. Fill with plating solution, and insert the other electrode. Apply your voltage, and wait.

You would have to fill the tank with an electrolyte and the metal you want to use as the covering layer, and then apply a DC voltage and current to apply the metal you want as the internal cover.
