Windows Media Player (that comes with XP) will do that.
Right-click the the WMA file in Windows Explorer & choose "Convert".
The options page will open ... go from there.
It's that simple. No added software required.

You need Sony's Sound forge, its free to try, not only wma to mp3 you can also convert mp3 files to Ra files (real player) for more space optimization. (do a yahoo or google for sound forge)

iTunes does it on the PC windows version (not MAC). Right-click the song from the library and convert to mp3.
