Sending her secret letters is very romantic & im sure she'll be just dying to find out who her secret admirer is! Don't tell her over the phone though, tell her in person. Better still, leave hints in your letters for her to meet you somewhere and have a little picnic waiting for her. She'll totally love it.
Who cares about her mom...

Why have you been sending secret letters to her? Sounds stalkerish to me. But, yes, I would stop being a stalker and call her. But, you might not get the positive response you are hoping for because you haven't been upfront with your feelings.
