I've never heard of it and Wilkes doesn't mention it in his Dictionary of Australian Colloquialisms. We have bull dust and bull s**t and just plain bull but I haven't herd of bull twang. You don't mean bowyangs do you? They are strings tied round trouser legs below the knee to keep the ends of the trousers out of the dust or mud.

It's adapted from the German word "Bullenzwang" which was an official paper equal to a contract (die Bulle) in the middle age. "Zwang" means force. You were forced to obey the rules..
