I was pleased 'cos I had reversed parked to perfection. BUT, on closer inspection it was some sort of penalty notice!! If my parking is fine why do they want me to pay them?!?! It makes no sense

They don't really want you to pay them. What they want is for you to ignore the notice so that they can invite you to make a guest appearance in court. They just want to see you in person so that they can shake your hand and congratulate on your impeccable driving skills. Nothing to worry about!

If you are in the UK, then Parking fines issued by a private contractor, such as NCP (National Car Parks) for failing to display your parking ticket, or failing to pay for your space, is recognised in law and you are required to pay for it.

If it is issued by your local authority, ie your city council or county council or by the Police, then you are required, by law, to pay the fine within 28 days to the Magistrates Court or you will be issued a summons to court for the matter, which could result in you receiving a higher fine than that you already have.

"Parking Fine" does not mean that you did a good job on your parking, it means a penalty levied upon you for failing to adhere to the terms, conditions and regulations for using that parking space. If it is yellow and looks official with details as to how to pay the fine, then you should pay it.

If in doubt, ask the parking attendant or pop into the police station and speak with an Enquiry Officer at the front desk who should help you out and explain the matter to you!

I got a parking violation at my apartment complex for being reverse parked apparently it is not legal to park reversed in my complex though they give no good reason so who know I think it is a ridiculous rule I just don't do it anymore.

It was just a warning....unless they tell you HOW fine your parking was, I wouldn't pay it. In fact, change the license plate number to that of your ex-girlfriend and put it on her car.
