In order to qualify for Head of Household filing status you must have a dependent.
That dependent can be a Qualifying Child, a Qualifying Relative, or ANYONE who meets all three tests:
1. was a member of the household for the entire year
2. for whom the taxpayer provided over 50% of the support
3. who earned less than $3300 in calender year 2006

Head of household is defined as a special break given to people who maintain a home for a closely related dependent. Since it's defined that way, no dependent, no HofH status. And some dependents don't count toward being able to file HofH.

Because you have to have an eligible child to claim that status. It costs more to support a child and that's one way that the government helps out, by cutting the tax bite a bit.
The IRS definition of a household is based on the people. Under the tax law, a single individual does not constitute a household.
