1) When you already have a number of elements on the plate and garnish would make the whole too untidy/excessive.
2) When any garnish would conflict with the main ingredients
3)When the garnish would do little/nothing add to what you already have

Mostly Gourmet dishes require garnishing. And since people usually do not cook gourmet, it means you usually don't have to overdo it AT ALL. Just take some parsnip or coriander leaves, chop them and sprinkle over whatever dish. It always works. And if you have a desert, ONLY garnish with mint leaves, if you don't have mint leaves, just add some choclate or Strawberry syrup.

Simple garnishing reduces the 'bad idea garnishings' factor. This way, you're not overdoing anything and the guest may not even notice the green leaves unless they should be prominent. So yeah.

Sweetie,When the garnish is going to take away from the main dish. You cooked this meal, and if everyone is raving over the garnish then it is going to take away from your meal.Garnish is nice, but make sure you use it subtly and in moderation.A little accent here and little accent there,as opposed to an extravagant garnish.Always make sure, you use subtle garlishes, large timely ones are wasting your time. The main dish is enough to attract people to the food.Good luck hun and have a good day!

When serving a little kid.

A - you might not want them eating it
B - they might pitch a fit, and not eat the meal at all because "something yucky" is on the plate
C - you don't want a kid to throw the garnish at someone, or on the floor.

Exception - if the kid likes oranges, and you want to garnish with an orange twist.
