For 2006, Moscow is the most expensive city. For 2005, Oslo in Norway is the most expensive city and next is Tokyo in Japan. It should be warmer now in Tokyo than in Oslo or Moscow.

I would be saying New York because that is VERY expensive, but if you want a warmer climate...try Los Angeles.

Are you talking in terms of shopping and such? Moscow, it gets warm in the summer. In terms of vacationing? Seychelles hands down.
