0845 is charged depending on your providers rates. It's not charged as a local call, so beware.
Ring the company you pay your bill to and ask them:
1. How much is it to call my next door neighbour (you don't get much more local than that)
2. How much to calll an 0845 Local Number.
They won't be the same price. Some companies offer free local evening and weekend calls.
Try www.saynoto0870.co.uk. It lists many of the "real" numbers behind the 0870 numbers including 0845.

0845 numbers are charged at Local rate
Try looking at the BT website or a simple google search will show you the current rates from a BT land line.
If you use another landline provider, try their web site and similarly for mobile phones. They can charge whatever their 'local' rate is.
The web sites should show what the costs for other dialing codes are, apart from premium rates which can charge whatever the line owners want to

0845 call charging has recently changed.
It's now 3.95p/min daytime. 1p/min evening and at weekends from a BT landline.

local rate from a bt line 3ppm daytime 1.5ppm evenings and 1ppm weekends, all have a 3p call set up fee...
check with your provider if not bt!!!
