It is up to you, if you are going to do it yourself.
I am not sure if a priest will do it for you, but I have seen some priest do it on TV shows like Race for million $ prize money. You can always ask a friend or family member do it in privacy of the hotel room.

Ya obiously there no partiality in the world of God, men and womens are equal in front of God, do you know why Head shaving culture in front of God came, I will tell you clearly we shave our head infront of God for having the mind of God I will try to reduce my KUKARMAS, "now I am giving my hairs in the form of Kukarma my God I will promise you I will increse my SUKARMAS only in my life with doing Good works and Good thinkings" the main intention of giving hairs in the front of God is this.
without thinking this if we give Pysically our hair it is not use simply westing our hairs.
you can pray this without giving hair also, God need only pure mind not a physical pray,
So dear please learn to how to pray and don't think about where to pray and when to pray, If you pray having 100% concentration at any time that time is good time.

according to thirumala once your thought has come out to shave your head you need not ask any body. give it nothing to loose. god will take care you need not worry about your appearance
