The best time is either after 7 a.m. (after a light breakfast) or in the afternoon at least three hours after a meal. The stomach should not be empty. Yes. It matters very much. If you do the worksout on an empty stomach you may swoon and injure yourself.

I work out in the morning and the evening. The evening being the better time to workout in my opinion as you are working off the last meal of the day, rather than it being sat in your stomache while sleeping.
Even if its just a gentle jog for 10 mins, everything little helps

Morning has a slight edge.
If you are looking to burn fat, then have a strong cup of coffee (no food) about 45 minutes before you do your cardio workout. Do not do this before every workout , twice a week MAXIMUM
If you have issues with blood sugar levels, blood pressure etc., do not do the above.
After your workout, eat a well balanced breakfast about 1 hour afterwards.
For flexibility, the body is best at around 5 -7pm - your joints/connective tissue are at their most supple then.
But really, the time of day that you work out makes hardly any difference - the important thing is to work out around 4 times a week, a mixture of cardio, strength, and flexibility work.

It doesn't matter in the big scheme of things. There is no evidence that working out at a particular time of the day will burn more fat than others. It's just a matter of personal preference. I like to work out first thing in the morning as it gets my body revved and ready for the day ahead.

Lisalocke is right on the money!
Not much to add.
Most people that exercise in the morning tend to stick with it better that people that work out at different times a day. (Mostly due to schedule issues).
The important thing is to exercise enough, rest enough and eat sensibly, the rest is just a matter of time.

Exercise in the morning is the best. It actually boosts your metabolism by getting up and moving first thing. That's not to say that exercise at other times of the day aren't beneficial. You will just get better results in altering your metabolism if you find time in the morning. Don't forget to eat breakfast too! These two things together are the best boost you can get.

If you are not a early bird, 4pm is meant to be a really good time for you to work out. If you work out little and often, it can benefit you more in the long run instead of long workout. I find if i workout at 4pm i feel refreshed and ready to go out on the evening time.
