It depends upon the individual, but, as a group, even though it is their national language, I have more problems with speakers from India. Of course, since the British leased Hong Kong for 99 years, many people there speak English quite well. To reverse your question, I have found many Koreans to speak English quite well. Almost all Filipinos speak some English; many with very little accent.

I used to help teach English to foreigners and Koreans usually had the hardest accents to understand.
