Increase ur Memory!! y' u r listening abso right, give it more power juice. The jerking problem is because some applications in background takes control on processor and tries to take maximum memory for execute itself. In this condition when u scroll page, Processor had to read complete page n show the required area. but because of memory shortage, it finds itself in bound condition, and tries to free up some memory to process web page.
OR
Some page contains JS or Applet or Flash code also takes some time to reach up required section of page while scrolling.
OR
This problem could be due currupted video driver, update it and see the effect.
AND
Try to stop media player like apps while browsing, with Y! messenger. 'coz these apps takes lots of memory while track changes('coz of Buffering for next track).

Check for smooth Scrolling option also.

You may want to try firefox, they're free on the web to replace the extremely out-dated IE.

Otherwise, sounds like a RAM problem. Empty your cache and it should help pages load properly.
Good luck!
