I would tell his parents that he's interested in a tatoo. Mainly because getting tats on your back, especially with a low pain tolerance, once the artist starts tatooing over his rib cage, he will definitley feel that pain. Also, depending upon how big he wants the tatoo, he's looking at spending quite a bit of money. I mean upwards of 6-7 hundred dollars. Also most tatoo artist depending upon the size of the tat won't do it all in one setting, especially if it's his first tat. So he should be prepared that the artist may tell him that he has to come backf or the rest of the tat.
Tell his parents, he only has to wait 2 years if they say no and plus, it will give him some time to really think about how he wants the tat to look, detailing is everything. Plus, you alwys want your first tat to be off the hook.

Most places photocopy ID as a means of protection (see http://wiki.bmezine.com/index.php/Fake_Client_Con for an article).
I'd suggest waiting until he's legal and getting it done right. If they skip on checking ID, they may check on safety procedures, such as autoclaving. Tattooing can be a drain on the system, especially if in the chair for a long session. It may be best to do outlining, let it heal, and then come back for shading/color.
It depends on the tattooist... if heavy-handed, it'll be more, shall we say, INTENSE than otherwise expected. Yes, tattoos hurt... but not as much as one may expect. And one person's tender spots aren't always the next person's. Some of the most common complaints are from bony areas such as the wrists, hands, knuckles, tops of feet, ankles, and ribcage, followed by soft areas such as inner upper arm and inner thigh.
Just make sure that he eats/drinks before going under the needle... it's easy for the body to go into shock, especially on an empty stomach.
Also... I suggest waiting and looking at portfolios... it isn't good to be stuck with a bad tattoo. (I've worked on covering up some that people regretted.)

he should wait until he is 18.
any shop that is clean and will do good work won't do it on someone underage.
anyway, most folks i know wait at least a year from when they get an idea for a tattoo until they get it - to make sure they want it and are sure about the placement/design.
personally, i like to wait at the least a yearr, sometimes up to four years before getting something done (especially if it's something big/visible).
2 years isn't a long time.

He should call it off and wait until he's 18. Even if he doesn't care about his parents, wouldn't the tattoo artist be risking something for working on an underaged person? Don't they check ID?

He should WAIT UNTIL HE IS 18!!! As far as the pain, when I went for my first one I was so scared of the pain that I was almost sick. I was very very vervous and jittery, but as soon as they touched me with the tattoo gun I laughed because the pain was no where near as bad as I imagined. Parts of it hurt worse than others, but it was more of an annoying burning sensation most of the time. But as I said before he should WAIT UNTIL HE IS OF AGE!

it's always best to wait until you're old enough to get a tattoo. i don't know about where you're from but here the tattoo parlor has to make a copy of the driver's lisence or identification. so it doesn't matter if he looks 18 or not. tattoos are a big commitment, especially big tattoos. i think he should wait.

just wait, he might regret it. i know most teenagers think they know everything and think they are ready.. but there is a reason that someone under 18 can't get a tattoo with out there parents permission.. but no matter what age he looks if he went to get a tattoo and a truly professional shop they would make sure he is 18.. not just by lookin at him.. and you always want to go to a truly professional shop.. cause if not..who knows what they are using at that shop!

He should wait..maybe in 2 years he may not want that tattoo anymore or want something else. Getting a tattoo is not something you just do cause you can..you need to be sure of what you get and it should have some kind of meaning to yourself. Convince him to wait.

he definately should wait. Teenagers do not think about the consequences too much. Anything that you can't tell your parents about is the first sign that it is wrong to do.
