You dont need a cut on your lip to get something from oral sex, bacterial infections like gonorrhea and syphilis can be transmitted and you'll have gonorrhea and syphilis of the throat from the fluids you swallow in any amount if the person is infected. Not to mention herpes, all of which only need to come into contact with your oral cavity. As far as the cut, its a moderate stretch that if fluid or semen came into contact with it and they were HIV positive then there is a chance of infection, however HIV infection is not always a one shot deal, you can be exposed to it and it not be transmitted, but it can go many ways. With or without a cut, you should use a condom because there are other things that can be transmitted regardless of it just being oral.
