First I would suggest that he go to a cancer specialist and seek professional treatment. Believing in God does not mean that one forsakes science,or medical help and it never has.
Second numerous studies have shown that people that pray have a higher recovery rate, and survive longer than those that do not. This may be simply Physiological, but if it helps, it helps. So yes if they believe in God or prayer I would

Yes, I'd tell a person who suffers from cancer to pray, but to also seek doctors advice. And yes, I"d tell an amputee that praying could help with a new arm. With the way science is, he or she could get a prostetic arm or leg and prayer could help.

I would not advise anyone to pray for a medical miracle. Our prayers must stay focused on God's will. A person in either situation should pray, but while they do that they should remain open to hear the comfort God has to offer them. Prayer offers hope, and I have heard that hope does wonders for healing but it could be misleading to advise them pray for recovery because you do not know God's will for them.

No; God gave us doctors to help us heal. Not all Christians eschew medicine; only Christian Scientists, and possibly the Amish.

I would pray, and it all depends on faith. I unfortunately do not have enough faith to pray for a new arm.
