Me and my girlfriend have a police friend who lives with us in our apartment. He does his share of the work around the house and works on a regular basis. He is a good guy. But sometimes he startles me or frightens my girlfriend by hiding beside the wall or door. When we go to the kitchen at night to check what’s in the refrigerator there is he… standing on the other side. It’s like he is guarding the apartment or something? Is he doing his job as a police officer while off duty or is this normal for police officers because of their work?

Most cops are strange on and off duty
That is why they chose the profession!

Maybe he just thinks its funny to spook you. Just ask him not to do that anymore. Unless he's a complete jerk he will comply. If not, find a replacement room mate.
