Stopping limited. This normally means that you are not allowed to stop in a certain place unless you have a special permit - for example for delivering goods. It does mean no stopping - not no parking. Beware - you could be pounced on!

So I'd say that in some circumstances, you're not allowed to stop there, or those could be two separate points, and only some vehicles are allowed to be there at all, and none are allowed to stop there. Is it a busstop or a taxi stop or a loading dock?
