it would be cheaper to hire a car for a week / day than just get insurance for the same time period.

yes -
If you are already insured, or the car is already insured with someone else, you may be able to get an add on to the existing insurance (if they are a good insurance company, it may even be free)

If not, then you certainly can get insurance for a week (though I doubt if anyone would do it by the day).... you will have to ring around a bit

if you ring around for cover for 1 day or 1 week they know you only want the cover note to tax your car.

Yes you can. I loaned my car to a friend who came to stay for a week, and my policy did'nt cover her. I got in touch with my insurers and they gave her one weeks insurance cover
