I've heard wonderful things about Dermablend, but it's a bit pricy. My fiance was trying to cover up his (black) hand and 2 rows of knuckle tattoos, but the problem is that he'd have to keep from washing his hands during the day... (he couldn't do laser removal because of medications he was taking).

There's theatrical makeup that may work for you, but some of it is expensive. The edges will still be raised, but if you're good at colors, you could make it look like a slight scar. Was your tattooist heavy-handed? Tattoos shouldn't raise up like that.
