they have like 40 different programs you can download to change file types for free.

Umm, i may be wrong but, i dont think you can convert a picture file into a text format. Theoretically you can, but it will be pages and pages and pages and pages of garbbled nonsense.
Unless you mean turning a word file into a jpeg. That can be done. Like having a photo of what you typed.
Both make no sense to do though.

you should be more specific but I am assuming your jpg image is of some printed text. if it is then you can do it this way:
first print the jpg image to paper. Then re-scan it in your scanner but choose "scan to text file".
If your printer software is up to date like mine is, when you scan it to text, it will read the text image and translate it to a text file. then you just copy and paste the text to your word file.

you have to scanned it in a scanner for example hp scanner as scan document then select word document then you will save as word doc. but if the jpg picture is not clear or have a bad resolution the scanner will not be able to read the words to convert it into word document

try to go to word document and insert options, picture, from file an then insert the picture and save it . it wil just b saved as a word doc

You can't. JPEG is an image format, and DOC is a rich text document format.
If your JPEG image is of a scanned page of text, then you can use an OCR program, but this is no guarantee it will interpret or format the text properly.
