There is no wrong way of saying it. Just wait till your alone, look deep into there eyes, maybe after a good kiss. Tell them how much they mean to you then just say it.

Keep on meeting the person, saying good morning, thankyou, goodbye etc etc. Find a suitable time and place where only both of you are there . Read her body language that is her movements, her gestures etc, etc and then when you feel it is the right time just say it to her in your best ability that you love her that all.

It depends on who are you saying it to. Firstly it must be sincere but it's good if can also be an original way and appropriate for your relationship.
For example you could bring the person to a romantic place like the beach, or you might want to get them a little present.

It differs according to the person - if they like public displays of affection then get them flowers and chocolates and all of that... if they're not very showy then just listen to them and talk and just say it when you're watching a cheesy movie at home :)

stand front of her/him face and say I LOVE YOU while he or she is alone.
or
Ask him/her for note(Book) and give him/her back with one paper on that paper u write "I" on first day and last day u write "U". In Between he/she will know what u want to say and if she/he continue to give you a note book then u also get your answer that he/she also love you.
