you are looking very confused, since if you want to present a seminar then topic should be of your choice since it depends on your interest and subject of specialization.
First you decide yourself what is subject of your specialization or interest then study the topic from different corners, magzine, web site etc. and then make a comprehensive note of the matter and accordingly prepare the final paper for presentation.

hey there is no dearth of topics in E&C,
u first have to narrow ur selection of subject.
it could be related to core electronics,microwave devices to communication engineering to computer networking
GSM , CDMA techniques are basic topic for communication
wifi ,wimax,VSAT and thare are lot for newly researched topic
