On my side i would never go out with my neighbour,even if i have feelings for him,what are u going to do if he doesn't want u anymore.go look some were else not next-door.

Well you can sort of flirt with him in gentle ways, such as lightly toughing him when you laugh and see how he reacts. If he seems comfortable being close to you, this is a good sign and you should after this try to presue more.
