Im painting a picture and want it to glow in a black light, but the paint isnt fluorescent.....

Adding white (tinting) will desaturate the color by lessening the amount of chroma. It will not make it flourescent. You'll need to get a certain kind of paint for that effect.

The way I solved this problem was by painting my picture, and then using a florescent paint over the areas I wanted to glow under a black light...it changes the color of the image when viewed in light only minimally

Adding white to a color is called tinting. That basically dilutes the intensity of the color your tinting.

To have a fluorescent effect you need to mix your color with a phosphorous based color. These should be available at your local arts and crafts shop.

well in paints (at least in the medevil days) you'd get a white stone or white shells and you grind it and then add that to a paste like substance, it's not a primary color because it can't be used to make any color, when misec with 2 other primarys. make orange with white, blue and red.

no... but if you are using water based paint try addingtonic water with quanine i.e----it glows..........
