"Parece" means "seem"; ( asemejarse) "look like";(aparecer) "appear";
"Siempre" is "always";
"Volar" ( infinitive) means "to fly";

I think it means (It or He or She) seems like it, he or she is always flying. "Parece" means seems, "siempre" means always, and "volando" means flying. Or maybe it could also mean that it is fast or hurrying or happy. I am not sure though. It could mean something close to these things.
