He's selling componets. It's up to the person buying them to do so with the proper intent.
SCA doesn't equal Wiccan, so that doesn't mean he has Wiccan Ethics. Nor does it mean that the person buying them will have those same ethical standards.
We'd like to think that everyone would, but not everyone does.

Speaking as a Wiccan, I'd say that theoretically you could sell "charged" objects (candles, amulets, etc), but not spells themselves. A spell is an action -- it must be performed. You can perform a spell *for* someone, or even set up a format that they could follow along with the physical components, but... I just can't imagine that it would be that effective for the person who bought it. Most of them probably don't have the level of concentration required for a spell, and would essentially be trying to perform brain surgery with a butter knife.
A pea green/blackish aura? Yikes, that doesn't sound too healthy! Possibly they were just there to make a quick buck off of people who don't understand (again theoretically) how magic is supposed to work. I feel sorry for the people who were pulled in and cheated.

Any premade spells will probably not work for an individual. Just a means to separate a person from their money. At an event where people aren't thinking but just joining in the fun.
If you can see Auras now and then . the person maybe physical or mentally sick with those colors.especially the black color.And is trying to sell enough to keep body and soul together.

Usually people who buy spells already know all of this that you wrote. If she had that kind of aura, then she probably didn't do very well at the faire. I think that there is a law of saying that the spells are only for entertainment purposes and that they needed to be over 18 to purchase, but I think that is all. Although there is that chance that people who are wanting to dab could get burnt.

spells only have the power that you put behind them.
the person that is selling prewritten spells will likely be held responsible for the Karma involved in the works of those spells.
many spells simply will not work unless you write them yourself. and design the intent for your needs.
the SCA is a great group, but it does draw some ....unscrupulous people that just want to peddle trash to people willing to buy, and if there is one thing about Scadians is that we almost always have have a few bucks in pocket change on us at an event.
they should not be sold to anyone that just wants to buy them in any event. many people do not understand what they are doing and can cause great strife with ill concieved magical workings.

But the 3 fold law is like Hell... its just a belief, and there fore it exists if you believe in it... its not proven.
Spells also are unproven, and if you buy one... I laugh.
You can make your own, or easily enough download free ones off the net... stooped in expensive compnents and crap.
I like Anton LeVays approach... praying doesnt achieve anything, just go out and do it yourself.

Majic is not regulated, to get magic to work you have to invoke demons and spirits, nobody is going to warn you, they want you to open Pandora's box and let the demons ruin your life. To see auras is a discernment gift from the God who created you and he is found in the Bible. Start in John and read to the end and you will see why you have the gift and how to use it, do not be deceived by the demons of witch craft. They are after your soul, Jesus is the Savior of your soul and is found in John!
