Well, first I'd put a work program in place that would allow non family workers. No kids, nor marriages here with any freeby's for the folks. You have a kid or get pregnant ...out of country you go. End anchor baby thangs.
I'd limit immigration to roughly a half million people a year for a while. I"d make a committed effort to pick selectively people from all over the world to fill our Nation's needs. I would positiona lottery for a small number of others to be picked by a simple lottery up to one half a million people a year.

I would put in place governance on people hiring illegal people. Allowing a short time for them to cut and release those they know or where unsure of so they could be out from under the penalty of law as it came to enforcement.

I would allow a cohesion between ICE and local police authorities to pick up people who were suspects as illegals. They could pursue their case in law but from outside the country until such time as their citizenship was proven.

Continue to build the wall along our border. People caught more than once immigrating illegally would be imprisoned and could shorten their time in prison by doing work like cleaning state parks ruined by drug and human tansfer problems, work on the wall and doing work on infrastructure, streets etc.

Schools would be taught in English, a percentage would have multilingual % in place. If people could not fit within those schools they could move to other areas to have their children taught in a second language. These children would be taught to speak English. Until the time they could demonstrate English ability they would be taught only English as a second language. Parents of these children would be required to take evening classes in English as a second language if they could not demonstrated English proficiency.
Businees and government that was State or Federal would be slowly directed to become English as a basis for all. Language translations would be the responsiblity of the individual citizen who needed something other than English. Their cost.

NO one using emergency treatement would gain citizenship if they used emergency treatment for accidents until those bill were paid. Payment could be in the form of amortized long term payments. Failure to pay would preclude citizenship. After some time, the non paying party would be deported.

I could go on here, I have ideas for the war, global warming etc. We'd be here until next month. The answers to many questions are not rocket science. The problem is that AMerica has got it's cart before it's horse. That needs to be changed. Until that happens, all will continue to be lost.

1.) reporting illegal aliens, you be rewarded $5,000.
2.) make it $50,000 fine for hiring illegal aliens.
3.) 10 years in federal prison for hiring more then 2 illegal aliens.
4.) built a great wall of America!!! it could double as a tourist destination and pay for itself?
5.) Replace the automatic citizenship to kids that not born to American parents .
6.) Enlarge United States of America to anyone wanting to join the Union.
