Most airlines will only allow you to do this if you have enough miles for a free ticket, then you can get the free ticket on the other airline. For example, if you have enough miles for a free ticket on Continental Airlines, then you can get a free ticket on Delta Airlines because they are both part of the same alliance. But you can't combine miles to get a free ticket. And usually, you can only use miles from one airline to get a free ticket on another airline if they are in the same alliance. There are three major global airline alliances: OneWorld, Star Alliance and SkyTeam. They all have websites with more specific info.
My strategy is I get miles on one airline in each alliance. (USAirways = Star Alliance, American Airlines = OneWorld, Continental Airlines = SkyTeam). Those are the airlines I fly the most. But whenever I fly Delta they will put my miles in the Continental account.

It might be possible to transfer miles between "code share" partners, but in general, you cannot earn miles on one airline and transfer them to another. You can however, earn miles in one program by flying on a "code share" partner. Go to your "main" miles account and look for "code share" partners and when you book you trip, it should have an option to put a "code share" partner account number in.
I have a Delta account but I earn miles when I fly on Continental and Northwest.
I also have a United account but I earn miles when I fly on US Airways/America West

Actually in many cases you can transfer miles, the problem is you will pay a huge penalty to transfer the miles in most cases, go to www.webflyer.com, they have a mileage converter that shows you if it's possible and how to do it if it is. In most cases, it's not worth it, but it's worth checking out.
