Hi Luciouslove4fun!!
A dog whines for the simple reason that it wants to do something.

If the dog learns that whining will result to getting what it wants then it will repeat this behavior.

Perhaps the best way to stop a dog from whining is just by ignoring it. The dog will eventually become tired of whining and stop if it realizes that its action will not result in getting what it wants.

If the dog whines if it sees its master, it is advisable to block the dog’s vision. A dog will whine for attention when it sees its master.

Reprimanding the animal is not advised, as this is also one form of giving attention. This situation is one of the few cases wherein being ignorant is actually beneficial.

If he's been walked and fed and doesn't need to go to the bathroom then he's just saying "play with me!" Yorkies are a strong-willed breed and he's trying to tell you that he wants you to pay attention to him. They like being the center of attention. Get a good book from the library about puppy training and take him to training classes or you'll have an annoying, spoiled little dog. Cute but spoiled. Tire him out with walks and training sessions. Tell him "NO!" when he is doing something you don't want him to do. (Some trainers say to ignore bad behaviour but saying 'no' won't hurt. Don't punish him otherwise.) Praise him wildly when he's doing what you want him to do. Love him madly!!

in case you took a toddler remote from its mum, and positioned her in an straightforward domicile, with finished strangers, may you anticipate the toddler to cry? it really is what you're describing. The doggy has been taken remote from its mum and brothers/sisters. communicate gently and reassuringly to the doggy, and carry her round with you. provide her an merchandise of your clothing (a t-blouse perhaps) that you've worn all day. it would want to have your fragrance on. enable her have that in her mattress, alongside with a teddy or some thing tender and comfortable to cuddle up with. WHY get a doggy once you've not prepared for it?
